Need a cure for my dry lips

I have always had dry lips and keep a lip balm with me at all times. However, once I step out and need to reapply it for the first time, my lips already feel dry, and the balm sits on them in a tacky way. No matter which lip balm I use, I face the same issue. I also can't apply or reapply lipstick or lip gloss because my lips start feeling crusty after a short time. This makes me self-conscious whenever I have to reapply my lip balm. Are there any lip product combinations that can keep my lips moisturized while also looking and feeling nice?
